Negate- Counter target action, this spell can be cast in response to a action. The form this spell takes is unique to the action it is countering. A flame would be countered with a jet of water or a gust of wind or a stream of foam, and all actions have a counter, this spell's effect is decided upon by the referee on a case by case basis.

So what is this good for? Mitigation of bad things on the fly.
