Duration- Until no-one is looking at the object.

Range- Line of sight

Scintillate- Target object in caster's line of sight shimmers with colored light. Can be used as a free action. Caster chooses color. This light lasts until no-one sees it.

 

So what is this spell good for? Light to see, distractions, adding value to objects, creating ambience, light puzzles, and a whole host of other applications involving sight and the uses of light.
